Congress

The highest governing body of the Association is the Congress convoked by the Presidium of the Association at least once in three years.


Exclusive competence of the Congress:

  • Determining priority activities of the Association, principles of formation and use of its property (decisions are made by 2/3 of votes);
  • Deciding on the establishment of the Association (decisions are made by 2/3 of votes);
  • Approving the charter of the Association and making amendments and alterations to the Charter (decisions are made by 2/3 of votes);
  • Deciding on reorganisation and liquidation of the Association (decisions are made by 2/3 of votes);
  • Electing the members of the permanent governing collective body of the Association – Presidium, and also deciding on its early termination in case of violation of the Charter (decisions are made by 2/3 of votes);
  • Electing the chairperson and members of the Central Control and Audit Commission of the Association, deciding on their early termination in case of violation of the Charter (decisions are made by 2/3 of votes);
  • Approving reports of the Presidium and Central Control and Audit Commission of the Association;
  • Appointing a liquidation commission and approving liquidation balance in case of liquidation of the Association.

Congress may decide on any other questions concerning the Association’s activity, including matters falling within the competence of the elected bodies of the Association.
